Role:

The Payment Operations Specialist II performs assigned payment channel operations functions ensuring all functions are completed accurately and within established guidelines and timeframes. Responsibilities include but are not limited to the operations functions for ACH, Wire, Share Drafts, Business Online Banking, Cash Management and Research.

Essential Functions & Responsibilities:

E 25% Ensure timely and accurate posting of files; ACH, Inclearings, Bill Pay, External Transfers, Mobile Deposit, Origination, XA account opening, Business Banking, SWIM files. Compiles and reconciles data transferred electronically for completeness and accuracy. Perform daily and monthly reconciliation activities for Federal Reserve and operations general ledger accounts including the required research, adjustments, and monthly certification of results. Maintaining control record of actions
E 20% Ensure effective dispute processing activities to minimize fraud losses, comply with Reg E requirements and meet established SLAs for resolution of member disputes. Responsible for ensuring ACH processing and decision making is compliant with NACHA regulations in handling of exceptions, returns, and disputes. Demonstrate an understanding of end-to-end transactional flows for ACH, Wires and other payment channels and seek continuous learning as technology changes and evolves. Perform the setup and deletion of pre-authorizations transfers within the core. Respond timely to government reclamations of federal benefit payments including review of reclamation notices, completion of account research, and remittance of funds to comply the U.S. Treasury’s regulations.
E 20% Support Wire transaction processing ensuring exceptions handled and transactions received from and sent to internal and external parties occurs as required. Perform due diligence review of wire transfer red flags to verify information including member call backs prior to processing mitigating the potential for fraudulent activity and risk of loss. Processes phone-initiated wire transfer set-up documents with member and performs due diligence prior to set up. Provide set up, maintenance, and support for all electronic deposit/cash management products which may include resetting passwords and processing enrollments. Obtain necessary documentation for business accounts and cash management products. Perform necessary activities within credit union systems to implement accounts, pricing, and products. Provide training to staff or members for business/cash management products. Assist with regular risk reviews and audits of cash management products and provides operational reporting
E 15% Adhere to Payment Operations Procedures and provides feedback when updates are needed. Maintain department workflow an adhere to designated service level agreements. Display an understanding of the applicable laws, regulations and guidelines including NACHA, BSA/AML, OFAC and others related to payments/money movement, working closely with peers and operations teams to ensure compliance and Fraud prevention. Demonstrate knowledge and understanding of Credit Union’s payment, deposit, and core systems.
E 15% Responsible for ensuring effective communication to Empower FCU staff and members for the channel. Serve as a mentor to others in the Payment Operations Department and the Credit Union. Payment Operations Specialists II are to make sure they are cross trained in all aspects within the department and periodically refresh their knowledge for that function.
E 5% Performs other related duties or projects as assigned

Knowledge and Skills: Experience Two to Four years of similar or related experience.
Education (1) A two-year college degree, or (2) completion of a specialized certification or licensing, or (3) completion of specialized training courses conducted by vendors, or (4) job-specific skills acquired through an apprenticeship program.
Interpersonal Skills Work involves extensive personal contact with others and is of a personal or sensitive nature. Motivating, influencing, and/or training others is key at this level. Outside contacts become important and fostering sound relationships with other entities (companies and/or individuals) becomes necessary and often requires the ability to influence and/or sell ideas or services to others.
Other Skills Strong organizational skills. Solid word processing skills in speed and accuracy. Good communication and analytical skills. General PC skills in spreadsheets, data base, graphing and report generation. Strong written communication skills. Ability to handle and monitor multiple tasks. Flexibility on schedule the need to work early mornings, evenings, and periodic weekends.
