INVENTORY CONTROL SPECIALIST – FIRE/EMS

MAJOR FUNCTIONS

Under administrative direction, this position is responsible for coordinating the activities of Polk County Fire Rescue warehouse, including the Emergency Medical Services (EMS). Accountable for the efficient and effective management of Fire equipment inventory, ordering, receiving, storing, restocking, delivery and distribution of emergency apparatus, equipment, and supplies. This position will also be responsible for managing, overseeing, scheduling, and maintaining the annual requirements/inspections for all apparatus, bunker gear, and other requirements for compliance. Will also oversee transferring and maintain records of documents by entering into the various computer and inventory systems.

Position may be assigned to a large operating unit and perform a broad array of routine support functions, or assignment may be to a smaller specialized unit wherein incumbents perform specialized duties in supporting department objectives.

ILLUSTRATIVE DUTIES

Oversees the overall operation of equipping Fire/EMS units and Fire Stations with necessary operating supplies. Orders & maintains inventory of specific Fire supplies and equipment. Recommends to management the purchase and replacement of Fire appliances and or equipment and supplies as needed. Assists with asset and non-asset inventory controls. Maintains thorough and accurate record of supplies and equipment. Prepares reports and contacts appropriate agencies (Local, State, Federal). Pays invoices, matches receipts to invoices. Assists Warehouse Manager with inventory control of Fire Rescue Equipment and medical supplies. This will require the use and understanding of the Oracle ERP.

Ensures compliance with federal, state and local procurement, warehousing, material handling, shipping requirements, storage, and distribution of medications and advises management on needed actions.

Purchases needed goods and supplies through a variety of sources, including local merchants and contracted vendors.

Identifies appropriate solutions and equipment for a vast array of requests in a timely and cost effective manner, and within budget guidelines. Make recommendations to management on ways improve efficiency of the Fire warehouse.

Controls and maintains appropriate inventory levels, especially of critical supplies. Work directly with management to provide updates regarding stock inflow and outflow. May be requested to compile inventory information and present to management for effective decision making.

Monitors warehouse security procedures and protocols to ensure appropriate security of all warehouse equipment and supplies.

Performs related duties as required.

Maintains and keeps all NFPA required training and certifications regarding PPE Gear, equipment, and tracking up to date each year for county records and NFPA regulations and requirements.

KNOWLEDGE, ABILITIES AND SKILLS

  • Knowledge of the principles and practices of warehouse operations.
  • Through knowledge of supply chain management best practices.
  • Knowledge and ability of computer databases and inventory control programs, including Oracle ERP, Excel, SharePoint, and SPT Technology.
  • Knowledge of procurement policies, procedures, and practices. Strong knowledge of Fire Apparatus, appliances, and equipment.
  • Knowledge of blood borne pathogen regulations for handling Fire/EMS equipment
  • Ability to use Internet and Microsoft Office Suite.
  • Ability to change priorities as job duties require while maintaining acceptable proficiency levels. Ability to develop and maintain an effective, courteous, professional working relationship with staff members.
  • Ability to learn and comply with BoCC Procurement rules and practices.
  • Ability to perform basic mathematical calculations, both manually and using a calculator or computing device.
  • Ability to communicate effectively both written and orally. Ability and agility to perform various labor tasks in all weather conditions.
  • Ability to walk, bend, stoop, sit, stand, crouch, and kneel. Ability to ambulate independently.
  • Ability to lift and move materials/equipment that may weigh up to fifty (50) pounds.
  • Ability to operate county vehicles with heightened awareness of safety policies and procedures.
  • Ability to work with others and promote teamwork and coordination.
  • Ability to use good judgment, discretion and confidentiality in the performance of duties.

MINIMUM QUALIFICATIONS

Graduate of an accredited two (2) year college or university with major course work in logistics, supply chain management, public administration, business administration, fire rescue, or a related field, and a minimum of five (5) years’ experience in warehouse distribution, inventory control, medical/pharmaceutical, or supply chain.

Must have a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment within this classification.

Must pass a stringent background screening with CJIS (Criminal Justice Information System) clearance and maintain throughout employment in this position.

Possess a valid Emergency Vehicle Operator Course Certification card or a recognized 16 hour course that is equivalent or have the ability obtain within a year of employment.

A comparable amount of related training and experience beyond the required minimum five (5) years may be substituted for the degree requirement.

SPECIAL REQUIRMENTS

Must have a telephone at the time of employment within this classification, and maintain it.

Customer service experience and proficiency with computer literacy and basic mathematical computation required.

Knowledge of Fire/EMS office procedures and equipment; knowledge of commonly used supplies and equipment of the Fire/EMS industry.

This position may be required to report for work when a declaration of emergency has been declared in Polk County.

SPECIAL PREFERENCES

Experience with Oracle ERP.

Experience with SAP, DMS, SharePoint, SPT Industries, and or other inventory tracking programs.

Possess a valid as Class A CDL license with N endorsement.

Knowledge of commonly used equipment and supplies in the Fire and EMS industry.

Knowledge of procurement policies, procedures, and practices.
